NY City has enacted a law to regulate Times Square&#thirty-nine;s costumed characters, proving that not even Spider-Man and Batman can thwart officialdom.

Mayor Bill de Blasio signed the bill, allowing city executive to restrict the characters' movements and hold them from blocking passers-by in traffic-free parts of the square.

The legislation also gives the city'south Dept of Transportation control over pedestrian plazas throughout the city, including people'south conduct, litter and traffic flow.

The city council approved the legislation this mo to rein in aggressive panhandlers who harass pedestrians for money in the square.

There have been years of complaints about Elmo, Mickey Mouse, the Statue of Liberty and others pressuring tourists for tips.

The measure also follows latest summer'south furore over the topless, body-painted women known as .

Times Square draws 39 million visitors from around the world each year, in addition to millions of New Yorkers.

Manhattan Borough President Gale Brewer said the atmosphere in the area ranges "between fun and frightening" because of the various characters.

At one of the city council hearings leading up to the vote, one costumer character said the new rules were "not right".

"We allow an huge entertainment," said Keith Albahae, who works as the Joker.

"The only people who are upset basically are people who wish free pictures."

But critics point out that children are among those who have been subjected to attacks by the performers.

A Spider-Man was also accused of punching a police officer for telling a woman she didn't have to pay.
